Why are deals necessary for a politician? Not all policies come easily or are agreed to immediately, sometimes a smart politician has to use negotiation to get what he wants. Whether it's by use of silence or a lack or silence, or by agreeing with you're critics and conceding on some things. In order to get the change you want, you have to trade for it. By using deals, many a politician has crafted a way to reach the 'big picture'. Reagan was famous for using his opponents' arguments and turning them into his own reasoning for things.

In '83 Reagan wanted to launch his MX missile. His critics had reasons to oppose it, it was too big and impossible to hide, and smaller missiles would be more effective. And by using his opponent's argument, Reagan got what he wanted.
A modern example of this would be the Henry Louis Gates arrest. When Obama said it was "stupid" then later took it back.
